Alan M. Carmen, planning and redevelopment administrator for the city of Rock Island, is retiring Nov. 2, after almost 32 years with the city.

A public retirement reception will be from 3:30 to 5 p.m. Friday, Nov. 2, in the city council chambers at city hall, 1528 3rd Ave., Rock Island.
