Customers calling City of R.I. about water line coverage

Several citizens have recently contacted the City of Rock Island to inquire about a company promoting water service line coverage. The City has offered a Water Service Repair Program and Sewer Lateral Repair Program for several years.

Citizens have expressed concern because the mailing from HomeServe states "a recent review of our service area indicates that your home at… is not covered by Water Service Line Coverage from HomeServe". If citizens want to inquire whether or not they are subscribed to the City's programs, they can contact the Public Works Department at (309) 732-2200.

Assistant City Manager, Bob Hawes clarified, "Many citizens do not realize that they own the water service to their property all the way to its connection with the City water main and the sewer lateral that connects their property to the City sewer system. If your water service begins to leak or your sewer lateral fails, you are required to repair it or replace it."

"The City offers programs to help with these repairs – the Water Service Repair Program and the Sewer Lateral Repair Program. About 3,400 customers participate in the Water Service Repair Program and 2,100 customers participate in the Sewer Later Repair Program," continued Hawes.

Water Service Repair Program

The City of Rock Island offers the Water Service Repair Program to customers who own non-leaking water services that are 1½ inches in diameter or less at a cost of $5 per month. The program pays up to $8,000 for the repair or replacement of leaking water services. Of the $8,000, a maximum of $4,000 can be used for repairing and/or replacing the leaking pipes and valves. A maximum of $4,000 can be used for replacing sod and paved areas. In addition to protecting you from the cost of a water service repair, the program protects you from the nuisance of arranging financing and hiring a plumbing contractor on short notice. In peak periods, it sometimes takes weeks to make arrangements for a plumbing repair and, in the meantime, you could be faced with low water pressure or no water pressure.

Sewer Lateral Repair Program

The City of Rock Island offers a Sewer Lateral Repair Program to the owners or contract purchasers of residential property, with a sewer lateral 6 inches or less in diameter and in working order, for $9 per month.

The Sewer Lateral Repair Program pays up to $8,000 for the repair or replacement of a failed sewer lateral. In addition to protecting you from the cost of a sewer lateral repair, the program protects you from the nuisance of arranging financing and hiring a plumbing contractor on short notice.
