Man charged with home-repair fraud

Rock Island Police on Monday issued an arrest warrant for a Carlisle, Iowa, man charged with a Class 4 felony count of home repair fraud after allegedly swindling a Rock Island man out of more than $20,000.

Joseph J. Miller, 43, of 5140 S. 23 Highway, Carlisle, was not in the custody of the Rock Island County Jail on Tuesday evening, according to jail officials. Upon his arrest, he will be held on a $40,000 bond, Rock Island County Circuit Court records indicate.

Records allege Mr. Miller allegedly agreed to make home repairs to a residence in the 2700 block of 92nd Avenue West in Rock Island for $20,700, despite having no intentions of completing the tasks.
