Mr. Minard has been on the board since 2000 and was board chairman in 2005 and 2006.
Supervisor Jim Hancock was re-appointed as vice chairman. He was on the board from 1990-94, and re-elected in 1996.
Supervisors William Cusack, Carol Earnhardt and former chairman Tom Sunderbruch continue to serve on the board.
Mr. Sunderbruch was chairman for two years. He said he was "very happy" Mr. Minard was interested in the position.
"When Larry (Minard) was interested, I was very happy to support him," Mr. Sunderbruch said. "It's a time-consuming job. It's a very important job."
