Letter: Social Security benefit tax, another promise not kept

On Aug. 14, 1935, Social Security became law. ORIGINALLY, Social Security benefits were not taxable. The long tentacles of the Treasury Department changed that by power of their rule and in 1983 that Congress made it law.
On 2012 IRS form 1040 (U.S. Individual Income Tax Return], line 20[a] Social Security benefits, line 20[b] taxable amount, item b divided by item a equal 85 percent.
