Joel was born in Sioux City, Iowa, the son of Joseph James and Violet Dewald Mulloy. On July 18, 1981, in Davenport, he married Janice Gibbs. They later divorced.
Joel was a handy man and considered a "jack of all trades." He worked for Continental Cement Company where he was instrumental in the organization of their union. Joel graduated with honors from Scott Community College and became a HVAC technician.
He was a member of Asbury United Methodist Church where he was actively involved in the men's group. He enjoyed building things "oversized" and helping his friends. Joel cherished his time spent with family, especially his grandchildren.
Those left to honor his memory include his sons, Matthew and Patrick Mulloy, both of Bettendorf, and Travis Marshall, Woodward, Iowa; two grandsons, Logan and Cole; his mother, Violet Mulloy, Carroll, Iowa; sister, Kathi (William) Peters, Carroll; two brothers, Tim Mulloy, Sioux Falls, S.D., and Chuck (Linda) Mulloy, Mountain View, Calif.; nieces and nephews; and many cherished friends and fellow firefighters. He was preceded in death by his father and one brother, Tom Mulloy.
