Quick and Easy Potato Soup

1 package (24 ounces) frozen hash-brown potatoes
2 cups water
1 tablespoon minced onions
1 can (10-3/4 ounces) cream of celery soup
2 cups milk
1 tablespoon butter
Salt and pepper, to taste
Green onions, chopped, if desired

Simmer potatoes, water and minced onions for 7 minutes. Add celery soup, milk and butter. Heat to boiling.
Season with salt and pepper. When ready to serve, top with chopped green onions, if desired.
