Macaroni Salad

1 pound macaroni (any type)
1 can (14 ounces) sweetened condensed milk
2 cups real mayonnaise
1 cup sugar
1 teaspoon salt
3/4 cup red vinegar
1 green pepper, chopped
4 carrots, shredded
1 onion, chopped
3 ribs of celery, chopped

Cook macaroni according to package directions. Drain. Combine sweetened condensed milk, real mayonnaise, sugar, salt and vinegar. Whip together. Add cooked and drained macaroni, green pepper, carrots, onion and celery. Stir until vegetables and macaroni are coated with dressing. Refrigerate overnight for flavors to blend. Stir before serving.
